The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) uses a data-driven approach to inform key state and federal policymakers on health care financing and delivery system reform in Maryland and other states. Hilltop’s Programming Operations team uses complex SAS programs to transform, standardize, and load data into a central repository and data warehouse. Datasets within the repository include Medicare and Medicaid administrative data, hospital discharge data, nursing home assessment data, and long-term services and supports (LTSS) assessment and program participant data. Hilltop uses rigorous SAS programming further to restructure and format data in order to develop methods of evaluating health care quality and performance measures, conduct program evaluation, and perform rate setting. The team also maintains the MMIS-based interactive web-based Decision Support System (DSS) and Tableau®-based DataPort to meet the reporting needs of health care policy decision-makers. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration, and the Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in other states.
Hilltop seeks a senior programmer with experience in SAS, Python, and SQL programming, possesses strong analytical skills and has a solid grasp of data management. Hilltop’s Information Systems and Programming team is at the forefront of knowledge in working with large Medicaid and other health-related databases.
The Senior Programmer will be responsible for developing and managing multiple programming projects.
Specific duties include:
Developing and maintaining Hilltop’s Medicaid (MMIS), Medicare, LTSS assessment, nursing home assessment (federal Minimum Data Set, or MDS) data, and inpatient and outpatient hospital discharge data
Leading projects focused on streamlining and automating routine programming tasks
Performing SAS programming under a variety of operating systems
Creating recurring and automated programs written in SAS and SQL
As a leader on the programming team, working to ensure high quality products are developed and adhere to the Agile methodology of software development
Checking all code into version control (gitlab) and maintaining an accurate history of changes in the ticketing system (Microsoft Devops)
Reporting all findings to clients, both internal and external
Performing other duties as assigned
Required Minimum Qualifications:
Requires a bachelor’s degree (master’s preferred) in a related area and seven years of programming or related experience. (Note: A master’s degree may be substituted for two years of the required experience.)
Must have strong analytical skills with attention to detail; programming experience with SAS and SQL; employ advanced programming techniques to maximize efficiency in programming and processing data; be comfortable working in both a team environment and independently; be proficient with Google G Suite and Microsoft Word, Excel, and PowerPoint; have experience with version control software and ticketing systems; and have excellent verbal and written communication and time management skills.
The ideal candidate will possess the following professional and interpersonal competencies: a strong interest in working with large data sets; familiarity with Python and UNIX /Linux; a knowledge of Medicare and Medicaid data sets and databases; the ability to work in multi-disciplinary teams and be flexible in a fast-paced environment; and excellent interpersonal skills.
